Raise the documented Android minimum before allowing v22
On Flutter 3.38.1 or newer, Pub can select flutter_local_notifications 21/22 from this range, but those releases require Android API 24 while docs-markdown/setup.md still directs consumers to use minSdkVersion 21 at lines 113–119 and 449–452. Applications following the documented setup and supporting API 21–23 will therefore fail their Android build after this update; either cap the dependency below 21 or raise and document the package's minimum Android SDK as part of this bump.
