Install GCC 13 for full C++17 compatibility on AlmaLinux 8. Replaces the default GCC 8 which has partial C++17 support which isn't sufficient for modern ITK.
Add template containing pre-release information and update the workflow to identify pre-releases (tag is not vMAJOR.MINOR.PATCH.SUB_PATCH) and treat them as such.

Change the workflow to support releases via dedicated major.minor branches with the main branch always has the latest stable semantic version.
