This PR automatically generates or updates the Dependabot configuration based on detected package managers in this repository.

What this does:

• 🔍 Scans the repository for all package managers (npm, bundler, pip, uv, maven, gradle)
• 📝 Generates or updates .github/dependabot.yml with organization-standard templates
• 🔄 Preserves existing custom configuration (but removes deprecated 'reviewers' field)
• 🏗️ Supports monorepo structures with multiple package managers
• 🧹 Removes empty dependabot.yml files when no package managers are detected
• 📦 Works without lock files - Dependabot creates/updates them automatically
• 🔧 Supports both Groovy and Kotlin Gradle syntax (including include ':module' format)
