Based on the HTML spec, there are some situations where browsingContext.navigationFailed is emitted without emitting first browsingContext.navigationStarted (step 9 and 12 of https://html.spec.whatwg.org/#beginning-navigation, navigation started is step 18).
However for beforeunload scenarios, navigationFailed is emitted at step 24.1.2, so after navigationStarted was triggered.
Should we consistently emit navigationStarted in all cases, or are we fine with the current situation.
