Copy the dev-pm skill from vivid-planet/comet into skills/dev-pm/SKILL.md and include the skills/ directory in the published npm package. Document how to install the skill into consuming projects via skills-npm or @comet/cli install-agent-features. The dev-pm skill was part of
@dextinity/agent-skillspackage although it can be used without Dextinity. This PR moves it out of the Dextinity repository into this repository.The skill is automatically discoverable by both
skills-npmand@dextinity/cliinstallers, requiring no additional configuration from consuming projects.TODO: remove from Dextinity
