[P3][S] Remove v1 compatibility layer (after v2 is stable)

Summary

After v2 is stable, remove v1 header/network compatibility to simplify maintenance.

Acceptance criteria

• v1 headers are rejected with an actionable error message
• Docs no longer mention v1 paths
• CI validates only v2 behavior
