Added Performance Metrics Cheat Sheet to static browser Summary Report for parity with R implementation.

Add a collapsible Performance Metrics Cheat Sheet matching R product reference
to static Python browser summary reports (`_create_browser_summary_report`).

- Add `_performance_metrics_cheat_sheet_html()` in `_report_browser.py`.
- Add private `include_cheat_sheet` option on `RtichokeBrowserReport`.
- Safely embed cheat sheet HTML and insert after `.rtichoke-report__header`.
- Opt into cheat sheet in static summary report while leaving `create_summary_report_times` unchanged.
- Add comprehensive unit and Playwright browser acceptance tests.
