test: add Quarto browser summary report acceptance proof - #389

Adds executable Quarto host acceptance tests and a dedicated GitHub Actions workflow for browser summary reports. Verifies that single and two-report Quarto iframe embeddings populate PerformanceTable, ROC, and Calibration components correctly in real Chrome/Chromium without errors or production changes.
