Contributors can still login and access the /edit pages via shibboleth
CDL Staff can still login and access the /admin pages via shibboleth
Anyone logged in via shibboleth can access the /api pages
We can also bypass shibboleth login and access the /api pages via token authentication

To deploy without disruption to services:

1. pull this codebase in to prod
2. migrate: python manage.py migrate
3. create calisphere and rikolti users in the admin interface and create API keys for them
4. put the API keys in calisphere and rikolti
5. update shibboleth logging config & apache config
6. restart shibboleth & apache: monit restart shibd monit restart http
