docs: update wallet-cli docs for 4.9.7

• Add a Chinese TypeScript/npm CLI reference page covering installation, wallet/account flows, transactions, queries, tokens, contracts, staking, JSON output, and stdin secret handling.
• Update the Chinese wallet-cli landing page and navigation to present Java REPL, Java standard CLI, and the new TypeScript/npm CLI entry point.
• Refresh 4.9.7 Java CLI details for account permission operation bitmaps and network-gated TRON_POWER staking resource handling.

Test plan

• Reviewed rendered pages locally; navigation shows the new TypeScript / npm CLI entry.
