Add Norway Departures app

Summary

Add Norway Departures (norway-departures), a new catalogue listing showing Entur departures for stations across Norway, including buses, trains, trams, metros and ferries.

• Search for a station and select a platform, or show all platforms; optionally filter by line and destination.
• Choose a large-type paginated living-room display or compact departure board, with Norwegian/English labels, walking-time filtering and an optional clock.
• Show cancellations, delays, estimated departures and stale-data status. Defaults to Colletts gate toward Sentrum in Oslo.
• Uses the public Entur Journey Planner and geocoder APIs with an identifying client header. No user API key is required.

This is a new app, not a replacement for an existing listing. This PR adds only apps/norwaydepartures/manifest.yaml and apps/norwaydepartures/norway_departures.star.

Deterministic sample departures, rendered with original Tidbyt Pixlet v0.34.0 at 10x magnification:

Validation

• pixlet check apps/norwaydepartures passes using upstream-required Pixlet v0.34.0, including a live Entur request.
• Submitted Starlark source is byte-identical to the tested development source, renamed for the community package.
• Development checks: 10 tests, 23 rendered fixture states, image dimensions/margins and animation-duration checks, formatting and linting.
• Development GitHub Actions validation passed.
• Tested on a physical Tidbyt running original firmware; the living-room display was approved after the hardware test.

Optional local rendering/upload helpers stay in the development repository and are not needed by the hosted app. Last-good-data fallback works for handled API errors; fatal transport errors remain subject to the hosted Pixlet runtime behavior.
