Restore the split domain-registration API

When ModularPipelines.Azure is compiled, AppService 1.5.0 no longer provides the domain-registration API that this project consumes because that API was separated into Azure.ResourceManager.DomainRegistration. Consequently, AzureComputeProvisioner.AppServiceDomainAsync and AzureComputeProvisionerContractTests can no longer resolve AppServiceDomainData, AppServiceDomainResource, or GetAppServiceDomains(). Keep AppService at 1.4.1 or migrate the provisioner to the new package and API as part of this upgrade.
