Bump Ruby to 4.0.6 and refresh the Termux patches for the 4.0 source layout.
Since this is a major bump,
revbump --dependencies rubybumps the reversedependencies that link
libruby.so:asciidoctor,vim,vim-gtkandweechat.Not build-verified — the aarch64 Docker build fails while extracting
libandroid-execinfo(Function not implemented), a local Docker issue.
