Cherry-pick of #911 to the release/6.4.x branch

  • Explanation: Fixes two cases where quantifiers were incorrectly converted to be possessive – quantifiers followed by zero-length repetitions and a special case where digit characters are a subset of word characters, but only when they have the same ASCII-ness.
  • Issue: rdar://191000167
  • Scope: Very narrow: only applies to the optimization pass in the regex engine.
  • Risk: Low: change is confined to regex compilation.
  • Testing: Existing and new unit tests.
  • Reviewed by: @stephentyrone

- A zero-count quantification should be skipped over
- Digit CC is a subset of Word CC (unless Word CC is ascii only)
