Description

Right now our PR workflows only trigger on pull_request with branches: [main], so stacked PR (whose base is another PR branch) doesn't run code-quality, integration-test or license checks until its parent merges.

Tested on #578 (throw-away PR stacked on this one).

Checklist

  • Tests pass locally
  • uv run ruff check . passes
  • uv tool run fawltydeps --check-unused --pyenv .venv passes
  • Updated CHANGELOG.md with my changes, if notable

Summary by CodeRabbit

  • New Features
    • Automated code-quality, integration, license, and publishing checks now run on pull requests targeting any branch, not only main. Existing event and path filters remain in place.
  • Documentation
    • CI guidance now covers workflows for pull requests to any branch, including stacked pull requests, and explains how to gate publishing steps.

Drop `branches: [main]` from the pull_request triggers of code-quality,
integration-tests, the three license checks and publish-coordinator-image,
so PRs based on another PR's branch get the same checks. push stays
main-only (no duplicate runs), and publish-coordinator-image still only
logs in and pushes on non-pull_request events.

Walkthrough

Six GitHub Actions workflows now run for pull requests targeting any base branch. Existing event types and path filters remain unchanged. CI guidance now describes the broader trigger scope and publishing-step gates.

Changes: Pull-request workflow triggers

Layer / File(s) Summary
Broaden pull-request triggers
.github/workflows/code-quality.yml, .github/workflows/integration-tests.yml, .github/workflows/license-check-*.yml, .github/workflows/publish-coordinator-image.yml, AGENTS.md
The workflows no longer restrict pull-request triggers to the main base branch. Existing event types and path filters remain unchanged. CI guidance describes the broader trigger scope and advises gating publishing steps on github.event_name or github.ref.

Explanation

The title "ci: run PR workflows for stacked PRs" matches the main change. The PR removes the main-only base branch restriction from pull_request triggers in several GitHub Actions workflows and in AGENTS.md, so pull requests stacked on other PR branches run CI. The title is short, specific, and follows a conventional commit style.

Full details: Docstring Coverage

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (7 skipped: 7 unsupported.)

Get explicit human approval before merging this workflow change.

.github/workflows/publish-coordinator-image.yml is a restricted release/deploy workflow. This PR changes its pull_request trigger, so explicit human approval is required before merge. The github.event_name != 'pull_request' guards on login, push, and the build summary stay in place. They limit publishing, but they do not remove the approval requirement.
