Adds the ADR-0025 portable skill, its catalog entry and its contract test: - `portable/agentic-test-topology/SKILL.md` — test and fixture placement by owning module, capability, repository contract or system boundary; ownership preserved across relocation; execution expanded to affected owners. Explicitly does not redefine verification sufficiency, which stays with ADR-0023. - `catalog/skills.json` — one entry, `source_hash` computed by the repository's documented hash rule, provenance bound to ADR-0025 and this card. - `tests/test_agentic_test_topology.py` — pins the catalog entry's uniqueness, source path, hash presence and ADR-0025 provenance. - `README.md` — one short section placing the skill against ADR-0023. Verified before commit: unittest 38 tests OK; `catalog_check.py check` OK (catalog skills=23, source hash validated); `compileall` clean; `git diff --check` clean.
