feat(fleet): add hierarchical organization controls

Summary

• add admin location hierarchy management under Streams > Inventory
• add normalized tag create/edit/delete/merge workflows
• add cross-page camera selection and bulk location assignment
• add explicit additive, subtractive, and replacement tag operations with five-camera request concurrency
• retain failed cameras after partial bulk updates for safe retry
