julia: add CLAHE apply binding

Fixes #3950.

Julia bindings expose createCLAHE() but do not expose the corresponding
CLAHE::apply() method.

This change adds the CLAHE.apply binding to the Julia function list and
adds a regression test covering the binding.

Changes

• Add CLAHE.apply to modules/julia/gen/funclist.csv.
• Add a Julia test in modules/julia/test/test_imgproc.jl.
