Fixes #89. Removed 1 unnecessary empty init.py file: starminder/implementations/tests/init.py.
Kept required package init.py files for the Django project and app packages (starminder/, starminder/core/, starminder/content/, starminder/implementations/), their migrations and management/commands packages, and starminder/content/tests/init.py (required because both starminder/core/tests/test_views.py and starminder/content/tests/test_views.py would otherwise collide under pytest's default import mode). starminder/core/tests/ has no init.py already.
Verified with: python -m compileall, pytest (185 passed), python manage.py check (0 issues), ruff check.
