Ease the conditions for generating an analytic solver. This is in order to support the AMAT model in NESTML.
TODO: check
hh_psc_alphamodel in NESTML: seems to be an issue with the refractory timer: propagator for refr_t comes out as 1, so the value never decays back down to zero.
