feat(apply): Infer missing workload image from cluster#746

When applying Application and Naisjob manifests without `spec.image`, fetch the current image via nais-api GraphQL and inject it before apply. Return a clear error if the image cannot be resolved. Co-authored-by: Johnny Horvi <johnny@horvi.no>
