pip-audit fails on certifi, filelock and opentelemetry-api. This bumps certifi to 2026.10.23, filelock to 4.2.4 and OpenTelemetry to 1.45.1 / 0.66b1. pyproject.toml changes because ^0.60b1 kept OTel on the old sdk.

The second commit removes pip from the runtime image, like nvi-beheer-api and gateway-verifier already do. Trivy flags the certifi and urllib3 that pip vendors, which fails the image scan on PRs.

Lint, mypy, tests, pip-audit and the Trivy scan pass locally.

- certifi 2026.7.22 -> 2026.10.23 (PYSEC-2026-4320)
- filelock 3.32.2 -> 4.2.4 (CVE-2026-112907, CVE-2026-112913, CVE-2026-112940)
- opentelemetry 1.39.1 -> 1.45.1, instrumentation 0.60b1 -> 0.66b1 (CVE-2026-114603)
Trivy picks up the certifi and urllib3 copies that pip vendors, which fails
the image scan on pull requests. pip is not used at runtime, so remove it
the same way nvi-beheer-api and gateway-verifier already do.
