Fix porting workflows: realign gh-aw setup pin with compiler - #432

Dependabot bumped github/gh-aw-actions/setup to v0.82.0 in the generated lock files while the compiler stayed v0.79.8, so the safe_outputs job failed with 'Cannot find module extract_base_branch_from_agent_output.cjs'. Recompiling with the pinned v0.79.8 extension reverts the setup pin (and actions/checkout) to match the bundled .cjs scripts.
