• Added directory routing entry for generic Pexidartinib NDC 99999-407-20 to REMS Admin 2.
• Preserved Turalio NDC 65597-407-20 routing to REMS Admin 1.
• Added Admin 2 endpoint/env support.
• Fixed directory health check behavior so a running service does not report unhealthy.
• Hardened dev Docker runner behavior.
• Updated README/env documentation for the new routing behavior.
