Expand FMSG-002 with address lookup, quota semantics, usage reporting, and optional idempotent provisioning. Define the routes, JSON fields, accounting and retry rules, errors, and access requirements, with request/response examples and one link to an example implementation. Update the standards and implementation indexes.
Validation: strict MkDocs build and local-link checks pass across 15 HTML pages; all three JSON examples validate against the API field definitions;
git diff --checkpasses.
