[CI] Bump Windows OpenSSL installer to 3.6.4 - #167

slproweb.com dropped the 3.6.3 installer, so every Windows Build (MSVC) run fails in "Install full OpenSSL (developer)" with a 404 before compiling. Pin 3.6.4 with the SHA512 from slproweb's published hashes.
