[ci-speed] [no preview] Bazel with rules_rust for Rust tests - #9705
Experiment, not for merge. Tests whether Bazel with rules_rust can build and test the Rust workspace faster than cargo on the same runner profile.
BUILD files are generated from cargo metadata at job time, so Cargo stays the source of truth. The job uses its own cache tag (ci-exp-bazel) and shares nothing with real PRs.
This branch deletes every other workflow so each push runs only this job and adds little to the queue. Close after measuring.

Chores
Added an experimental build-and-test workflow for Rust projects.
Removed many existing automated checks and workflows for publishing apps and SDKs, deploying services and previews, and managing mobile releases. These processes are no longer available through the previous automation.
Updated build configuration to support the new workflow.
The changes add experimental Bazel CI and tooling that generates Bazel package and module files from Cargo metadata. They update Bazel build and test settings and change crates/universal_input/build.rs to read CARGO_MANIFEST_DIR at runtime. They also remove many GitHub Actions workflows for builds, releases, deployments, pull-request checks, and supporting operations.
Merge Risk: Low · previous review 39b0e
This experimental Bazel CI branch adds tracked developer-local symlinks and a hand-written workflow that does not follow the repository's generated-workflow convention. Neither affects production behavior. Remove the symlinks and, if the workflow is kept, port it to the generator. Otherwise close the PR after measuring, as intended.

Explanation
The description states that it is an experiment that tests whether Bazel with rules_rust can build and test the Rust workspace faster than Cargo. It also says BUILD files are generated from cargo metadata at job time, uses the ci-exp-bazel cache tag, and removes other workflows. These points match the changeset, which deletes many workflows and adds the Bazel CI workflow and generator tooling.

Explanation
The title "[ci-speed] [no preview] Bazel with rules_rust for Rust tests" is related to the main change, which adds an experimental Bazel with rules_rust CI workflow and generator tooling for Rust tests. However, it does not follow the required conventional commits format (feat:, fix:, chore:, etc.). It is 60 characters, which is under the 72-character limit.
Resolution
Rewrite the title in conventional commits format, for example "chore: add experimental Bazel with rules_rust for Rust tests". Keep the title under 72 characters.

Generate this workflow from the Rust workflow source.
This new YAML file has no generated header or registered workflow module. Add the workflow under tooling/xtask/crates/xtask_workflows/src/workflows/, register it in WORKFLOWS, and commit the generated YAML. Then check it with cargo x workflows --check.
As per coding guidelines, “A new workflow is a module in tooling/xtask/crates/xtask_workflows/src/workflows/ registered in WORKFLOWS.” As per path instructions, “no new .github/workflows/*.yml lacks the generated header.”

Closing: measured. On the standard runner: 7.9 min for the whole workspace on an unchanged commit, 18.0 min for an edit to a crate with 127 dependents, 1 run each. The deliberately failing test failed as expected. The branch is kept for reference.
