Experiment, not for merge. Bundles the sync worker with wrangler deploy --dry-run at real main commits that did and did not change the worker, and hashes the output. Tests whether an unchanged worker can be detected from its bundle so its deploy and five-minute wait can be skipped. The job has no Cloudflare secret, so it cannot deploy.
