fix(desktop): ship the codec-enabled CEF framework and unblock unpinned builds - #9242
The codec CEF build published an archive with headers but no Chromium Embedded Framework.framework: on macOS, CEF's make_distrib.py copies the framework out of cefclient.app, and the workflow built only cefsimple. Separately, main pins cef-codecs.json with an empty sha256, which made Nix evaluation of the macOS app fail, so the next tagged desktop release would not build.
What
Build cefclient in the Build CEF with codecs workflow, and refuse to upload an archive without the framework binary. The earlier args.gn check is fixed to match its unspaced key=value format.
While sha256 is empty, Nix warns and builds with the CDN CEF (the previous behaviour) instead of failing; once the hash is set, the codec build is embedded as before. The cef crate version check still fails evaluation on a mismatch.
The workflow's run on this PR publishes the rebuilt archive, and cef-codecs.json pins its sha256, so the macOS app embeds it.
Main pins cef-codecs.json without a sha256, so evaluating the macOS app failed and tagged desktop releases would not build. Warn and fall back to the CDN CEF instead; the codec build is used once the hash is set.

📝 Summary
Summary by CodeRabbit
Bug Fixes
Improved reliability of macOS CEF packaging by checking that the expected framework binary is included in the build archive.
Configuration
CEF codec builds now use the cefclient build target.
If the codec archive hash is left empty, the build warns and uses codec-less CDN CEF instead of failing evaluation. Codec files are staged only when a hash is provided.
The CEF codec build now targets cefclient and checks that its archive contains the macOS Chromium Embedded Framework binary. The workflow test checks for the new build target. In Nix, an empty codec hash now produces a warning, and codec files are staged only when the hash is nonempty. The pin guidance documents the empty-hash behavior.
Merge Risk: Moderate · up to 2828a
With the codec hash still empty, a release from this revision would ship macOS builds that cannot play H.264, HEVC, or AAC. It would also fetch an unpinned framework from the CDN at build time. Pin the rebuilt archive in this PR, as planned, and fetch any fallback archive with a pinned hash, before merging.

Pin the codec archive before merging.
The manifest still has an empty hash, so a release from this revision will use CEF without H.264, HEVC, or AAC. Most videos will not play in the shipped macOS app. Pin the rebuilt archive in this PR, as planned. (raw.githubusercontent.com)

Pin the CDN fallback archive.
When sha256 is empty, preBuild leaves CEF_PATH empty. cef-dll-sys then downloads the CDN index and archive during its build script. The macOS release workflow runs Nix with --option sandbox false, so this download can reach the CDN. The CDN archive is not covered by a pinned Nix hash.
Before this PR, the derivation asserted that sha256 was non-empty, so this fallback path did not exist.
Fetch the exact CDN archive as a Nix input with a non-empty hash, extract it, and stage it in CEF_PATH instead of allowing cef-dll-sys to download CEF.
