Summary

add an Antfu-based ESLint setup and pnpm workspace configuration
add lint and lint:fix scripts with locked development dependencies
normalize issue templates and workflow files to satisfy formatting rules
ignore node_modules

Testing

Not run: the execution environment blocked project validation commands.
