The project still installs @babel/core 7.x, while this plugin version declares @babel/core: ^8.0.0. This is not an unused dependency: .babelrc activates it in the test environment, and the Jest tests import ES modules, so Babel 7 loads the Babel 8 plugin and rejects the incompatible API version before running the tests. Upgrade the Babel toolchain together or retain the 7.x plugin.
