Scope

• Transfer 136 selected Python package, benchmark case, test, schema, technical doc and example files from private joeking6989/NVIQ pinned to commit a47894a8b88c0cdd50b318c13473d4eb93a29908.
• Publish executable install/CLI instructions, source provenance, and clear adapter-fixture versus runtime-evidence boundaries.
• Add GitHub Actions CI on Python 3.11 and 3.12: pytest, schema validation, and CLI scoring.
• Retain existing Apache License 2.0 and contributor/security guidance.

Exclusions

Commercial plans, personal/customer materials, private repo workflows, internal development plans, and example runtime receipts were not transferred.

Verification

Common credential patterns were screened in transferred files. The new CI workflow is expected to execute on this pull request; its results must be inspected before merge. No provider performance benchmark is claimed from fixtures.

Release criteria

All GitHub CI jobs green, README commands consistent with actual package, no actionable security findings. Then squash merge and publish a versioned release.
