It falls inv0.8.208..v0.8.209and isn't in the v0.8.208 notes either, so this user-facing CLI fix ships without a mention. Please add it, here or in a follow-up edit to the notes.

What changed
Version bump to 0.8.209 and the changelog for it. Fixes since 0.8.208: managed Chrome always closes, audio effects launch Chrome like other renders, phone videos with an undecodable first audio track, text under data-layout-ignore, HDR preview, root-path media in preview, split-letter text.
