Bug description

Normally, when linking a ticket, you should only be able to select tickets that have not been closed. This is because a closed ticket means all the work has already been completed, and it should no longer be selectable by a project — the same applies to any other ITIL form.
Therefore, this selection logic needs to be changed: once a ticket has been closed, it should no longer be selectable.
