Bumps the version to 0.3.1 and dates the changelog section. After merging, tag the merge commit
v0.3.1to publish to npm.Includes #52: inside a FlyCommerce app page, 0.3.0's 24rem popup cap now applies only to popups that size themselves to the space left (date pickers, menus, popper-mode selects,
RichSelect,TreeSelect). PlainPopovercontent is no longer cut off at 24rem without a scrollbar, and tooltips and hover cards are untouched.0.3.0 is on npm with the broader rule, so this should go out before apps upgrade.
