This repo is public, and GitHub Actions is free and unlimited for public repositories — verified against real runs: public repos kept succeeding right through the 2026-09-09 billing stop that killed CI in every private repo.

So running here on self-hosted runners bought nothing, and cost something real.

Why move back

Security. GitHub is explicit that self-hosted runners should only serve private repos: a pull request from a fork runs arbitrary code on infrastructure we own and reuse between jobs. arc-arm64 runs inside the false-infra k3s cluster, on a runner pod whose dind sidecar is privileged: true and shares a docker socket with the runner container. A fork PR against this repo would get that.

Capacity. The cluster was shrunk on 2026-09-10 to a single arm worker, and maxRunners is now 1 — so jobs here serialise behind every other repo pointed at the same pool. GitHub-hosted gives a fresh VM per job, free.

Architecture preserved

arc-arm64 is arm64, so ubuntu-24.04-arm keeps the code being built and tested on the same architecture.

Public repositories get free unlimited GitHub Actions minutes. The 2026-09-09
billing stop only affected private repos: public ones kept running throughout,
verified against real runs.

So the move to arc-arm64 bought nothing here, and it put a public repo's fork
pull requests on a runner pod inside the false-infra cluster whose dind sidecar
is privileged and shares a docker socket with the runner container. GitHub's own
guidance is to use self-hosted runners with private repositories only.

The cluster also shrank to one arm worker on 2026-09-10 and maxRunners is now 1,
so staying would mean serialising behind every other repo on that pool.

ubuntu-24.04-arm rather than ubuntu-latest: arc-arm64 is arm64, so this keeps the
architecture the code is built and tested on.
