stanc is statically linked, so patchelf --set-rpath fails with "cannot find section '.dynamic'". Only patch dynamically linked binaries (prophet_model.bin, libtbb, diagnose/print/stansummary).

Use
manylinux_2_28to build Linux wheels.We were pinned to manylinux2014, but the latest versions of scientific computing libs (numpy, etc.) now require newer glibc. This upgrade also requires auditwheel>=6.8.0 to fix binary linking issues in the wheel: pypa/auditwheel#716
Other small cleanups: re-render static API docs with correct version, update wheel.yml versions
