The first nightly run (run 37723917956, issue #47) failed before the rebase started: Claude Code ended after one turn and 421 ms, with no model usage, so its first API request was refused.

9bac195 moved the organization, service account and workspace to the organization-wide ANTHROPIC_* variables but left the rule on the repository's REBASE_FEDERATION_RULE_ID. That run paired ANTHROPIC_SERVICE_ACCOUNT_ID with the repository rule fdrl_01UT8….

  • Read the rule from vars.ANTHROPIC_FEDERATION_RULE_ID, so all four identifiers come from the same set. The REBASE_*/PR_REVIEW_* fallbacks are removed, and the configuration comment is updated.
  • Fail the identifier step, naming the variable, when any of the four is empty or not visible to the repository. Until now an unset variable surfaced only as the model step failing within a second, with no reason in the log.

After this merges, the repository variable REBASE_FEDERATION_RULE_ID is unused and can be deleted.

Testing: actionlint clean; the empty-variable check was exercised with all four set, the rule missing, and the service account and workspace missing (whitespace-only counts as missing).

9bac195 moved the organization, service account and workspace to
the organization-wide ANTHROPIC_* variables but left the rule on the
repository's REBASE_FEDERATION_RULE_ID. The nightly run then paired
the organization's service account with that repository rule, and its
first API request was refused. Read ANTHROPIC_FEDERATION_RULE_ID
alongside the others so all four come from the same place.

Also fail the identifier step, naming the variable, when any of the
four is empty or not visible to the repository. Until now an unset
variable surfaced only as the model step failing within a second, with
no reason in the log.

This check did not finish, so it has nothing to say about the diff. The run log has the reason.
