Emacs 31 mouse support on TTY

Mouse looks disabled when running Emacs 31.1 in my terminal (Apple terminal)

Ref: db64a05 in doomemacs/modules (d73d9555b in core, before the module split)

Steps to reproduce

0. Open Emacs 31 in terminal
1. Split window
2. Try to use mouse to resize windows

Emacs 31 only auto-enables xterm-mouse-mode for an allowed list of terminals Konsole/VTE/WezTerm/iTerm2/kitty/foot (matched against XTVERSION) or alacritty/contour (matched against TERM)

You could try enabling it by force: (add-hook 'tty-setup-hook #'xterm-mouse-mode), but if that doesn't work, then there's nothing Doom can do about it, unfortunately.

I had the exact same issue while upgrading Doom and emacs to 31.1. Turns out there is something wrong in the interaction of xterm-mouse-mode, mouse-wheel-mode and Doom tty initialization(?).

The following workaround in config.el fixed it for me:

(add-hook! 'tty-setup-hook :append
  (lambda ()
    (mouse-wheel-mode -1)
    (mouse-wheel-mode 1)))

I also have (tty +osc) in my init.el for the cliboard support. Everything now works properly (I use wezterm).

I guess @hlissner should have an idea of how to fix this in Doom to avoid the hack.
