Records the lifecycle of durable-nonce withdrawal transactions in the minter's state, ahead of switching the withdrawal flow to durable nonces: a withdrawal transaction is recorded as created (its unsigned message bound to a nonce account and nonce value, before any signature is requested) and then as signed, at which point it joins the transactions the minter already monitors until they are finalized. The nonce pool tracks which accounts are bound to an in-flight transaction and which nonce values have been used.
Nothing emits these events yet: the following PR of the stack switches withdrawals to durable-nonce transactions and starts recording them.
