I added branch-scoped concurrency so prepare-release runs cannot race on the generated branch. The empty-fragment and stale-run fixes are in conda/actions#499. Once that is merged and released, I will update both action pins here to the release commit. |

Following conda/actions#459, this PR adds check-news and prepare-release workflow templates that downstream projects can opt in to.
