Adds an external-link entry for cc-oracle, a plugin that makes a Claude Code session consult a read-only, best-model oracle subagent when it is unsure or stuck (SessionStart doctrine, Stop-hook uncertainty catch, and a three-consecutive-tool-failure trigger). cc-oracle makes a Claude Code session consult a read-only, best-model oracle subagent the moment it is unsure or stuck: a SessionStart doctrine, a Stop-hook safety net that catches stated uncertainty, and a trigger after three consecutive tool failures. It ships as a compiled hook with zero config and no runtime dependencies (Windows/macOS/Linux), MIT licensed. This adds a single external-link entry at the end of the Code Quality Testing section, following the list's existing entry format.
