feat: add CLI start/stop commands, remove maturin CI - #24

- Add 'perspective start' and 'perspective stop' commands to CLI
- start: creates engine, starts HTTP server on :2085, writes PID file
- stop: sends SIGTERM, waits, SIGKILL fallback, removes PID file
- status: queries HTTP API first, falls back to direct engine
- Replace maturin CI with Rust binary CI (linux/mac/windows)
- Update ARCHITECTURE.md, README.md, AGENTS.md
- Mark PyO3 bindings as deprecated
- Hermes plugin now uses HTTP client (no redb lock conflicts)
