Update release script to use env vars for Chrome upload

chrome-webstore-upload-cli], the package we're using for releasing to the Chrome Webstore, has an upcoming update, where they are migrating all secrets to only be allowed as environment variables: fregante/chrome-webstore-upload-cli#98

We need to prepare for that and update our workflow.
