Podman treats an unqualified image name in FROM as a short name. When paude built a user Dockerfile as paude-user-base: and then used that bare name as BASE_IMAGE, Podman could fall back to short-name resolution and prompt the user to pick a remote registry.

Pass paude-built base images to FROM as localhost/ on Podman so no registry lookup is attempted. Image tags, cache keys, and user-supplied base images are unchanged, and Docker is unaffected.
