EXCLUDED_INSTANCE_TYPE_PREFIXES and UNSUPPORTED_OSES_FOR_NON_GPU_DCV do not exist in pcluster.constants of older ParallelCluster releases, so the test framework failed to import when run against them. This is consistent with the principal of tests only use test code
…IXES We were not correctly excluding instance types like g2, and generated failures in test_essential_features in some regions
