pcluster build-image fails for Deep Learning OSS Nvidia Driver AMI (Amazon Linux 2)

Issues reporting is disabled in the https://github.com/aws/aws-parallelcluster-cookbook so I put it here.
pcluster build-image fails on Amazon Linux 2 due to package conflict:
Stdout: STDERR: Error: openssl11-devel conflicts with 1:openssl-devel-1.0.2k-24.amzn2.0.14.x86_64

install_packages_amazon2.rb installs openssl-devel, which conflicts with openssl11-devel https://github.com/aws/aws-parallelcluster-cookbook/blob/develop/cookbooks/aws-parallelcluster-platform/resources/install_packages/install_packages_amazon2.rb#L25

For now, please

1. remove the package in the parent image, OR
2. build image with custom cookbook for PC 3.12.0 as a temporary workaround.

pcluster-3.12.0-solve-openssl-conflict-2025-01-30.diff.txt

ParallelCluster v3.15.0 is the last release supporting Amazon Linux 2, as Amazon Linux 2 will reach end of support on June 30, 2026. Given such deprecation, we suggest to upgrade to Amazon Linux 2023. If this is not an option, the suggested mitigation is the way to go.
