The rules were not designed. Each one is the residue of something that went wrong and was measured, which is why the file reads as a list of corrections rather than a manifesto.

On the numbers here : the operating register is private and moves with every working session; what is published is a dated snapshot of it, never a mirror. A figure that was true on the day it was written can be stale by the time you read it. Where prose and artefact disagree, the artefact decides: the contract on-chain, the repository at its commit, the preprint at its version. Published surfaces are checked against the register, and the ones that cannot be measured are named as such rather than assumed current.
