In Login methods → Phone verification, WhatsApp was only visible after opening the "Verify phone number by" dropdown. This shows the three channels as radio cards instead, at the top of the Phone card:

WhatsApp only WhatsApp or SMS SMS only
ti-brand-whatsapp ti-messages ti-message
  • Uses the existing IconRadioCards component, as on the password/passwordless choice on the same screen.
  • Moved above the verification toggles and the resend cooldown, since it is the main decision in the card.
  • Copy:
    • The label "Verify phone number by" is now "Send verification codes by".
    • The card description "How phone numbers are verified." is now "How phone numbers are verified, by SMS or WhatsApp."
  • On Authgear ONCE, the WhatsApp cards stay disabled as before, and now show a tooltip: "WhatsApp is not available in Authgear ONCE."
  • Option labels come from a static lookup table instead of a computed message id.

The config field authenticator.oob_otp.sms.phone_otp_mode and its values are unchanged. The email card's "Verify email by" stays a dropdown.

Replace the "Verify phone number by" dropdown with radio cards at the top
of the Phone card, WhatsApp first, so WhatsApp is visible without opening
a menu. Reword the label and card description to mention WhatsApp.
