Turn on WebAuthn in the WebView with WEB_AUTHENTICATION_SUPPORT_FOR_APP when the device's WebView supports it, so AuthUI can use passkeys for a domain whose assetlinks.json lists the app. Adds androidx.webkit 1.12.1, the first release with setWebAuthenticationSupport.
